Can the Ryobi recip saw cut through nails?

With a bi-metal or carbide-tipped blade, yes. The saw itself has enough power for nail-embedded wood in remodeling. It's slower than pro brands but it gets through. Use demolition-rated blades, not the standard wood blade.

Why doesn't the Ryobi have orbital action?

Cost and complexity. Orbital action adds manufacturing cost, and at $89 Ryobi prioritized price. For occasional use, standard reciprocating action is fine. You'll just cut slightly slower in thick wood.
